How do the 538 electoral votes get divided among states?

the way it works is that your vote decides whether or not your state votes for democrats or republicans. Don't ever tell yourself your vote doesn't matter. then depending on population, that many electoral votes goes toward that party. now there are rare cases that one representative may decide to vote for the opposite but if he does he or she will most likely lose their job.
