GE profile bottom freezer not cold?

it's about 1 1/2 years old, model # PFS22S1SBSS, bottom freezer just started hovering around 10-28 degrees no matter how cold i set it. Top part of the fridge works fine. I can hear the fan in the freezer blowing, feels hot on the side of the fridge. Seems to cycle on and off at times, like it's working normally, no icing, food is starting to thaw. I've been searching for about a week now trying to see if there was a recall on the motherboards, to no avail. Can anyone help before I call a technician? Thanks
