Is the answer "just want to stay friends"..?

so i told the guy i liked that i like him. neither of us didn't really say anything when the words came out. he just hugged me and said "i love you, you're my best friend" and since then it seemed like his whole person changed around me. we barely talk or walk with each other after our homeroom period is over. he would either be walking with someone else or if im with a person he usually hangs out with, he would either be ahead or behind us. and i know i'm not really helping the situation either by talking to him or anything, but by his words and recent actions, does he just want to stay as friends? hes really confusing at the moment cause i would like to talk to him about it, but i don't know if that would be the right move and giving him the impression that i might be over-reacting. and was it right of me to confess to him too?
